Four overarching themes anchor the forum's agenda: the Bucharest Nine summit itself, the protracted Russia-Ukraine war, the future of transatlantic cooperation, and the mounting security implications of artificial intelligence.
Organizers say the forum will pursue a deeper understanding of the region's security requirements, strategic connectivity corridors, and the geopolitical interlinkages stretching from the Arctic and Baltic Sea down through the Black Sea to the Mediterranean — a vast strategic arc increasingly central to NATO's planning calculus.
Opening proceedings, President Dan commended the forum's role in generating actionable solutions to pressing regional challenges. He asserted that Romania is actively consolidating its international standing, reinforcing security across NATO's eastern flank, and working to bring Moldova, Ukraine, the Western Balkans, and the European Union into closer alignment.
Dan stressed the urgency of like-minded states deepening collaboration in an era defined by compounding crises — a spirit he said would drive both the Bucharest Nine summit and the upcoming NATO summit scheduled for July in the Turkish capital Ankara.
"I'm convinced that we will be able to express our solidarity in all these forums and we shall be able to remain objective. This means investment in defense, it means interoperability and a transatlantic partnership that is effective," he added.
